timeGetTime (winmm)
The timeGetTime function retrieves the system time, in milliseconds. The system time is the time elapsed since Windows was started.

C# Signature:

Unlike Environment.TickCount, you can directly set the resolution of this timer with the TimeBeginPeriod function.
