Notes:
Windows XP: Using this function with gdiPlus measurestring function results in a measured string that does not include the character spacing. However, when drawing strings with gdiPlus drawString method the character spacing is recognized, but if the text is underlined the drawString does not recognize it.
Windows XP: Using this function with the DrawText function in GDI causes the "!" character and some other characters to be placed improperly. However, using the TextOut function to draw text with GDI causes all characters to be placed properly with additional extra character spacing.
